As per the title, when the computer opens up, the Winsweeper window appears, then everything locks, except for the mouse. I can press Ctrl+Alt+Delete, but cannot open Task Manager.

This type of applications does more harm than good. The software appears to be a big scam that does nothing and informs your about "problems" in your PC that actually don't exist.
I recommend booting in Safe Mode, but download a copy of Revo as well. To boot in Safe Mode, reboot the PC and then continuously press F8 until the service menu appears. Choose Safe Mode and install Revo, then get rid of WinSweeper. Reboot your PC again and that's it. The software shouldn't run anymore.
Additionally, while you are in the Safe Mode, go to Start > Run > msconfig, then switch to the Startup tab. Uncheck WinSweeper and reboot the PC.
I have downloaded it, but beyond the opening screen nothing happens. No options respond. I tried to find somewhere to activate, but there is nothing in the bottom right corner as per video. How can I activate?

I managed to download the installer and complete the installation on my PC. Indeed, the software doesn't respond to commands, but this is caused by the initial scan. Just give it a few minutes to scan for items, and then you will see that functionality will be restored. As you can see in the image below, I switched to Settings.
Every time I open my computer, there is a display of the program. I have never been able to pass it away. The program never shows any results of helping me. Bring that image away.

Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
Revo will remove the application from the Startup as well.
After that, try running AdwCleaner to make sure that there are no leftover rogue registry keys or toolbars in your system.

I already have WinSweeper on one laptop and want to apply it to another laptop as well - how can I do this?
Did you try following these steps on the laptop where you don't have WinSweeper yet?
